Program Administrator Substance Use Disorder Treatment Facility

Role Summary
We are seeking an experienced Program Administrator to lead the operational, administrative, and regulatory functions of a licensed Substance Use Disorder (SUD) treatment program in New Jersey. This role carries primary responsibility for day-to-day program administration, staffing oversight, and quality assurance. The Program Administrator ensures the organization operates in full compliance with New Jersey Department of Human Services (DHS), DMHAS, and applicable licensing standards while supporting high-quality, ethical treatment delivery.
This is a senior leadership role requiring demonstrated experience in SUD program administration. Clinical licensures are not required, but deep familiarity with SUD treatment operations and regulatory expectations is essential.
Key Responsibilities
The Program Administrator is accountable for the following:
• Overall administrative and operational management of the SUD treatment program
• Ensuring continuous compliance with NJAC 10:161B and applicable licensing standards
• Oversight of policies, procedures, and program documentation
• Leadership of quality assurance and performance improvement activities
• Personnel management, including hiring support, supervision, scheduling, and performance oversight
• Coordination with clinical leadership to ensure regulatory alignment without interfering in clinical decision-making
• Fiscal oversight, budgeting support, and monitoring of operational expenditures
• Preparation for and participation in licensing inspections, audits, and corrective action processes
• Ensuring client rights, confidentiality, and grievance procedures are upheld
• Maintaining accurate administrative records and required reporting

Required Qualifications (Regulatory Minimums)
Candidates must meet one of the following qualification pathways as required under New Jersey regulations:
• Master’s degree with a minimum of two (2) years of full-time administrative or supervisory experience in a licensed substance use disorder treatment facility
OR
• Bachelor’s degree with a minimum of five (5) years of full-time administrative or supervisory experience in a licensed substance use disorder treatment facility
Experience must be demonstrably relevant to SUD treatment operations.
Preferred Qualifications
These are not required but strongly preferred:
• Prior experience serving as an Administrator, Program Director, or Operations Director in an SUD setting
• Direct experience with New Jersey licensing, DMHAS inspections, or corrective action plans
• Experience managing multidisciplinary teams in a regulated healthcare environment
• Strong understanding of quality assurance, utilization management, and documentation standards
• Comfort operating in a compliance-driven environment with high accountability
