Gateway National Recreation Area Apply Preventative Maintenance Treatment to Hartshorne Ave

The project consists of pavement preservation to a 4.3 mile section of Hartshorne Drive, and a 1 mile section of Atlantic Drive. All work will be performed by contract labor. Contractor will surface mill and repave these park roads to preserve the current pavement system. Other paving work includes partial and full depth patching; asphalt crack sealing and crack filling; replacing metal guardrail sections; installing shoulder aggregate; replacement of signs; installing pavement markings; and other roadway preservation project related tasks as described in the project construction drawings and specifications.

Period of Performance:

Anticipated dates are August 18, 2026, until January 11, 2027. Exact dates of performance have yet to be determined and are dependent upon start of construction activities. This time frame accounts for but does not include winter construction shutdowns.

Requirements:
  • The CMR shall be knowledgeable in paving and construction practices, including applicable industry standards, regulations and codes. The CMR shall also be knowledgeable with cost breakdown estimating, cost negotiation, and technical writing so the CMR is able to assist the COR with related tasks as requested.
  • CMR shall be knowledgeable in all applicable safety regulations and must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
  • Individuals shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of well-known programs such as Microsoft Word, Excel, Teams, and Project.
  • The CMR must be able to access and effectively utilize the Government furnished, cloud-based ProjectTeam management software that was developed for NPS, if this software is required for the project. This software is to be used for communications, project progress meetings, review of submittals, RFIs, transmission of digital progress photographs, etc.

CMR Resumes must show:

  • Name and title
  • Project assignment
  • Name of firm CMR was associated with
  • Years of experience, including field of expertise and discipline
  • Active professional registration or relevant certifications; year first registered, if applicable
  • Other experience and qualifications relevant to the same or similar work required under this Task Order
  • List of recent and relevant projects in which the individual has worked to include name of project(s) and project location(s). Provide information regarding the project and the specific work that the CMR performed. In addition, include project owner representative contact information.

Education and/or professional qualifications:

  • Completion of a state approved training or certification program concerning erosion prevention and sedimentation control with respect to construction stormwater discharges as regulated by NPDES. Professional civil engineer /landscape architecture licensure can substitute for this requirement.
  • American Traffic Safety Services Association (ATTSA) issued (or State DOT approved equivalent) Traffic Control Supervisor certification or professional engineer’s license in civil engineering.

Construction Management:

  • Asphalt paving and construction practices including sampling and testing requirements as identified in the attached plans and specification.
  • Historic Treatment Procedures as they pertain to stone and unit masonry restoration to include cleaning (stain, biological, and graffiti removal); patching; repointing; and reconstruction for both mortared and dry laid construction.
  • Regional project expertise in coastal New England.
  • Computer skills including use of spreadsheets, word processing, and email correspondence programs.
  • OSHA 30-hour Health and Safety training for construction.
  • MS Project skills including familiarity with baseline schedules, report generation and critical path theory.
  • Education, experience, and qualifications developing and reviewing cost estimates and schedules including software used.
  • Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
  • Prior experience with resource protection measures required by government agencies to avoid and minimize construction related adverse impacts to natural and cultural resources.
  • Evidence the CMR has a minimum of 5 years’ experience with the three phases of onsite control as outlined in Specification Section 01 40 00 of the above referenced construction project.

Construction Inspection Tasks:

On-site Control

  • The CMR will be required to take minutes of the site showing and maintain the site showing sign in sheet as well as documenting all questions posed during the site showing.
  • The CMR will be required to complete a job diary entry for the pre-construction meeting and will be required to take minutes documenting the questions and answers provided at such meeting.
  • Responsible for the oversite of all phases of the inspection process found in the NPS Division One Specification section 01 40 00 paragraph 3.2 ON SITE CONTROL.
  • The CMR shall ensure the construction contractor’s Quality Control Plan is in place and functioning properly. This may include inspecting the work of the construction contractor for progress, workmanship and conformance with the contract documents and existing codes.

Safety

  • Daily Reports documenting CMR reviewed site safety for the day as well as confirmed the Construction Contractor completed their safety inspections.
  • Notices of unsafe conditions or safety incidents.

Documentation

  • Recommendations noted on submittal transmittal forms (due within 3 days of receipt of transmittal).
  • Submittal log (due 24 hours prior to weekly progress meeting).
  • Draft Correspondence for RFIs, RFPs, RPPs, etc. to be reviewed and approved by the CO and/or COR. (due within 3 days of request).

Meetings

  • Weekly reports (due 24 hours prior to meeting).
  • Weekly progress meeting agenda (due 24 hours prior to meeting).
  • Weekly progress meeting minutes (due no later than 3 business days following meeting).
  • Agenda for other meetings as requested (due 24 hours prior to meeting).
  • Minutes for other meetings as requested (due no later than 3 business days following meeting).

Inspection

  • Photographs to document construction progress and problems.
  • Written report of each day of inspection.
  • Update and Submit Deficiency Tracking List to COR on a weekly basis.

Sampling and Testing

  • Prior to testing, CMR to provide documentation of laboratory accreditation for all testing requirements shown in Section 32.12.16.
  • CMR to provide submission of standard transmittal sent to laboratory with following information:

Reports

  • Upload Contractor and CMR daily reports to ProjectTeam or send to COR if no management software is used (due at the end of each scheduled work week).
  • Upload weekly progress summary including photos to ProjectTeam or send to COR if no management software is used (due at the end of each scheduled work week).

Payroll

  • Weekly contractor payrolls
  • Copies of labor interviews

Progress Payments

  • Upload draft and final pay estimates to share point site.

Project Closeout

  • Closeout checklist documents (Due within 30 days of Substantial Completion)

Technical Tasks

Estimating

  • Draft cost estimates with proper breakdowns and supporting documentation.
  • Draft negotiation objectives
  • Draft Record of Negotiation documents, including the capture of agreements and disagreements between the Government and Contractor.

Project Schedule

  • Review of baseline schedule.
  • Report on electronic analysis of original and all monthly schedules in both scheduling software and pdf formats.
  • Report of any issues with 2-3 week look ahead schedules.

Public Relations Photography

  • Photos are requested throughout the various Construction Phases and activities.
  • Photos should not only provide construction activities, but also context to the park and resources. (I.e., a backhoe digging a trench is not as beneficial as a backhoe digging a trench with Old Faithful or Statue of Liberty in the background.)
  • Ensure content of photography demonstrates adherence to proper safety & OSHA protocols. I.e., hardhats, fall protection, PPE by construction staff, etc.

Office Services

  • Any deliverables shall be delivered to the COR within one week unless otherwise noted by CO.

Project Management Software

  • The CM Firm shall utilize the cloud-based ProjectTeam management software (Government furnished) that has been developed for NPS.

Submittals

  • Informational Submittals
  • Action Submittals
  • RFI's
  • Within 14 days of Substantial Completion the CMR shall download all stored data to a Government furnished Flash Drive and provide to the COR; alternatively, the CMR may upload the stored data to a Government shared folder.

Asphalt Testing

  • Provide testing services shown in Section 32 12 16 Asphalt Paving specification on behalf of the NPS.
  • Contract with local certified AASHTO laboratory for all project testing.
  • Receive split samples from the contractor for labeling and deliver to the contracted laboratory.

Structural Tests and Special Inspections

  • Provide testing services shown in Section 32 12 12 Concrete Paving specification on behalf of the NPS.
  • Contract with local certified AASHTO laboratory for all project testing.
