Overview

ALRA Engineers, P.C. is a full-service SBE/DBE/MBE engineering firm dedicated to providing consulting services in Construction Management, Construction Inspection, Civil, Electrical, and Mechanical Engineering. We are seeking an experienced Resident Engineer to provide professional engineering and construction management services for multiple public-sector projects and serves as the Client’s representative in the field, providing leadership to construction inspection staff while ensuring projects are completed safely, on schedule, within budget, and in accordance with contract plans, specifications and applicable regulations. Coordinates with contractors, vendors, and other external parties on projects involving highways, bridges, streets, and structural work.

The successful candidate will manage construction activities, administer contracts, coordinate with clients and contractors, and ensure quality workmanship throughout all phases of construction.

Responsibilities

  • Manages complex field engineering assignments, including the planning, execution, supervision, and coordination of technical project activities.
  • Provides quality assurance oversight to ensure construction work is completed according to approved plans, contract requirements, and industry standards.
  • Supervises construction engineering activities and provides technical guidance across assigned project areas, including coordination with survey personnel.
  • Supervises Construction Inspectors and ensures inspections, testing, documentation, and reports are completed according to project requirements.
  • Monitors and coordinates contractor activities to ensure work is completed safely, efficiently, and in compliance with project requirements.
  • Collaborates with the construction management team to identify and resolve potential hazards that may impact the environment, project safety, or employee health.
  • Ensures assigned personnel follow safe work practices in compliance with site-specific safety procedures, OSHA requirements, and industry standards.
  • Reviews and interpret discipline-specific design drawings, specifications, and contract documents to verify current revisions and ensure proper technical execution of work.
  • Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions.
  • Develop or review construction schedules for assigned disciplines and monitor project progress to ensure timely completion.
  • Provides schedule updates, progress reports, and project financial status information to the Construction Manager or Client Representative.
  • Monitors material procurement and deliveries to ensure availability and timely support of construction activities and project schedules.
  • Verifies that materials received comply with project specifications and established quality standards.
  • Organizes and maintains project documentation and assigned discipline records for final project closeout and turnover.
  • Initiates and maintains project records, including reports, correspondence, change order documentation, and progress tracking records.
  • Coordinates and communicates effectively with clients, contractors, project stakeholders, and management personnel.
  • Performs other related responsibilities associated with the position as required.

Qualifications

  • Ability to become familiar with contract requirements, site conditions, and special provisions, including all applicable standards, requirements, and project-specific specifications.
  • Knowledge and understanding of agency and company policies, procedures, and Infrastructure’s Standard Construction Operating Procedures (SCOPs).
  • Organized and detail-oriented, with the ability to maintain accuracy while managing multiple priorities and requests.
  • Proficient in Microsoft Office and various project management, documentation, and production platforms.
  • Ability to work on a flexible schedule, including nights, weekends, and extended hours as required.
  • Valid driver’s license is required

Education and/or Experience

  • Bachelor’s degree in civil engineering is required.
  • Minimum of 7 years of progressive construction management experience.
  • Valid New Jersey or New York (PE) license is preferred.
  • Candidates with NICET Level IV certification in Highway Construction and equivalent construction management experience may be considered.
  • OSHA 30-Hour or 10-Hour Construction Safety, Fall Protection, Confined Space, and Permit-Required Confined Space Entry training is desired.
  • Certifications from the Society of Asphalt Technologists (SAT), Traffic Control Coordinator (TCC), American Concrete Institute (ACI), and Certified Concrete Testing Technician (CCTC) are preferred.

Physical Requirements

  • Ability to stand, walk, and climb for extended periods throughout the workday.
  • Ability to safely lift and up to 40 pounds.
  • Ability to work outdoors in varying weather conditions, including heat, cold, rain, and wind.
  • Ability to safely traverse active construction sites, including uneven terrain, excavations, and temporary structures, while wearing required personal protective equipment (PPE).
  • Ability to climb ladders, navigate stairs, and access construction work areas as needed.
  • Ability to perform field inspections requiring bending, kneeling, crouching, and reaching.
  • Ability to operate a motor vehicle and travel to project sites throughout Central and Southern New Jersey.
  • Ability to visually inspect construction work and read plans, specifications, and field documentation.
  • Ability to wear and properly use required safety equipment, including hard hats, safety glasses, high-visibility vests, and protective footwear.
