Job Description



Position Purpose:

The Manager, Collections is responsible for leading and executing collection strategies to effectively manage and reduce aged receivables across the utility’s customer base. This role ensures compliance with all regulatory requirements while implementing best practices to improve cash flow, minimize write-offs, and support the financial health of the utility. The Manager, Collections will oversee collection operations, collaborate with internal departments, and engage with external partners to optimize collection processes and customer outcomes.

Primary Duties/Responsibilities:

Collections Strategy & Execution

  • Develop, implement, and monitor proactive collection strategies to reduce aged receivables and delinquency rates.
  • Establish metrics, dashboards, and performance standards to track collection effectiveness.
  • Continuously evaluate collection processes and recommend improvements to enhance efficiency and recovery.

Operational Leadership

  • Manage day-to-day collection operations, ensuring adherence to policies, procedures, and regulatory requirements.
  • Supervise, coach, and develop collection staff, fostering a culture of accountability, customer focus, and continuous improvement.
  • Partner with billing, payments, and customer service teams to resolve issues impacting receivables.

Regulatory & Compliance

  • Ensure all collection practices align with state utility commission regulations, consumer protection laws, and internal compliance policies.
  • Maintain accurate documentation and reporting for audits and regulatory reviews.

Customer Engagement

  • Oversee fair and equitable customer outreach, including payment arrangements, assistance program referrals, and hardship considerations.
  • Support the development of policies that balance customer affordability with the utility’s financial obligations.

Performance & Reporting

  • Provide regular reporting on collection performance, aged receivables, and cash recovery trends to senior leadership.
  • Identify risk areas and recommend strategies to improve collection results and reduce bad debt.

Qualifications



Education/Experience/Background:

  • Bachelor’s degree in Business Administration, Finance, Accounting, or related field required; advanced degree preferred.
  • Minimum 5–7 years of progressive experience in collections, credit management, or customer operations, preferably in a regulated utility or highly regulated industry.
  • Supervisory/leadership experience required

Knowledge/Skills/Abilities:

  • Strong understanding of collection practices, credit risk management, and regulatory compliance.
  • Demonstrated success in reducing aged receivables through strategic initiatives.
  • Excellent leadership, coaching, and team-building skills.
  • Strong analytical, problem-solving, and reporting abilities.
  • Proficiency with customer information systems, billing software, and collection tools.
  • Excellent communication and negotiation skills, with the ability to engage effectively with customers, staff, and regulatory bodies.

Additional Information



Pay Range: $99000 to $112000 Per Year.

In addition, employees are also entitled to participate in an employer sponsored 401(k) plan, to save for retirement. Pay and benefits for employees represented by a union are outlined in their collective bargaining agreement.

Sick leave – 56 hours; Observed Holidays – 11 days; Vacation – Flexible Time Off

Eligible for up to 15% Annual Performance Bonus.
