Open to permanent employees who work for the Division of Enforcement & Financial Operations and meet the requirements below. Description
Under the direction of a supervisory official in the Department of Environmental Protection, plans, coordinates, and directs the programs and staff in a divisional bureau performing complex engineering, administrative/management, fiscal, environmental, or scientific activities relative to the areas of environmental management; identifies, analyzes, and resolves specific technical and administrative issues relative to the work activities of the bureau; may directly supervise section chief positions; does related work as required. Requirements
Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and five (5) years of professional experience in the scientific/technical or engineering aspects of environmentally related activities, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. OR Possession of a master's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and four (4) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. OR Possession of a doctorate degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and three (3) years of the above-mentioned professional experience which shall have been in a supervisory capacity. NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility. Specific to the Position
The Bureau Chief is responsible for ensuring that public funds associated with the Spill Fund and Petroleum Underground Storage Tank Fund are allocated to projects in accordance with State Laws and Regulations. This position oversees the Remediation Funding Source and Financial Assurance Units to ensure responsible parties are posting required financial mechanisms. Preferred Skill Set
The candidate must be able to clearly convey thoughts and have acceptable writing skills; be able to analyze laboratory data and make determinations as to treatment system recommendations. They must be proficient in interpreting CSRR Rules and regulations, especially those relating to the Spill Fund Damage Claim and Petroleum Underground Storage Tank programs and demonstrate a functional understanding of basic and more complex math, especially as it relates to water chemistry.
