We are searching for an Estimator to review services for the Port Authority Trans-Hudson
(PATH) for both Capital and Repair facility projects. The Senior Estimator(s) must have
leadership skills and a strong technical background in construction estimating, including the
following:
A. Possess an Engineering, Architecture, Construction Management or related degree from
a US accredited college or university.
B. Demonstrate at least fifteen (15) years estimating experience with railroad and/or mass
transit projects, as well as additional experience for a wide variety of construction trades
for building, heavy/civil and infrastructure construction.
C. Demonstrate experience reviewing estimates of all design and construction stages, and
all disciplines for consistency, accuracy, and conformance with project scope.
D. Experience should include the development of unit prices and/or lump sum estimates
based on labor, materials and equipment.
E. Knowledge in Risk Assessment, Life Cycle Cost Analysis, and Value Engineering to
assist in reviews of cost analyses and Value Engineering estimates.
F. Ability to communicate and interact effectively with design and field
engineers/architects, project managers, contract engineers, schedulers, and financial
analysts.
G. Advanced skill sets in Microsoft Office 365 (Word, Excel, PowerPoint).

H. Be legally present and authorized to work in the United States, as per the federally
required I-9 Program.
I. A valid driver’s license is required.
J. Project management experience will not be considered as estimating experience.
Preferred Qualifications:
A. Certification as an estimator, from the ASPE, AACE, or RICS
B. Working knowledge of Share Point and E-Builder
C. Expert knowledge of Microsoft Excel, and working knowledge of estimating software
Position Details:
A. Beginning 15 September 2025, current PA policy allows hybrid work schedules
between PA offices and working from home, where office attendance is required except
one (1) day per week. The proposed staff member will be required to work Tuesdays at
2 Montgomery Street, Jersey City, NJ. Additional flexible office time will be at 2
Montgomery. This policy is subject to change.
B. Position reports directly to the Chief Estimator, or Deputy Chief Estimator as directed.
C. May supervise other estimators in the performance of their duties.

SECOND POSITION:
This position is to provide Estimating Review services which are oriented towards the
numerous facilities and projects that are the responsibility of the Port Authority of New
York and New Jersey. This position is not line-department specific, i.e. the tasks may be
related to any business unit of the Port Authority including Tunnels, Bridges and Terminals;
Ports, Aviation, PATH or the WTC. The Estimator(s) must have a strong technical
background in construction estimating, including the following:
A. Possess an Engineering, Architecture, Construction Management or related degree from
a US accredited college or university.
B. Demonstrate at least ten (10) to twenty (20) years’ experience with a variety of
construction trades for building, heavy/civil and infrastructure construction.
C. Experience must include the development of unit prices and/or lump sum estimates
based on labor, materials and equipment.
D. Ability to communicate and interact effectively with design and field
engineers/architects, project managers, contract engineers, schedulers, and financial
analysts.
E. Skill sets in Microsoft Office 365 including Excel, Word and Outlook.
F. Be legally present and authorized to work in the United States, as per the federally
required I-9 Program.
G. A valid driver’s license is required.
H. Candidates must be Estimators.

Preferred Qualifications:
A. Expert knowledge of Microsoft Excel, and working knowledge of estimating software
B. Prior experience as an estimator for “horizontal” construction.

C. Experience preparing or reviewing estimates of construction changes, and all disciplines
for consistency, accuracy, and conformance with project scope.

A determination that a Proposer meets the forgoing requirement(s) is no assurance that the
Proposer will be selected for performance of the subject services. Firms that do not meet these
requirements shall not be considered.
