Apprenticeship Program Manager - Construction Craft Laborer (Non-Union)

We are seeking an experienced and highly organized Apprenticeship Program Manager to oversee our non-union Construction Craft Laborer Apprenticeship Program. This individual will manage all aspects of apprentice training, compliance, curriculum development, recruitment, contractor coordination, and day-to-day program operations. The ideal candidate has a strong construction background, understands apprenticeship regulations, and is committed to developing the next generation of skilled laborers. Key Responsibilities
Program Management
- Oversee the daily operations of the Construction Craft Laborer Apprenticeship Program.
- Develop and maintain training schedules, class calendars, and jobsite rotation plans.
- Ensure all apprentices receive required on-the-job training (OJT) and related classroom instruction.
- Maintain accurate apprentice records, evaluations, attendance, and progression documentation.
- Coordinate and supervise instructors, trainers, and guest speakers.
- Ensure compliance with state and/or U.S. Department of Labor apprenticeship standards.
- Prepare and submit required documentation, audits, and progress reports.
- Maintain apprentice registration, upgrade records, and certifications.
- Ensure curriculum and training content meet industry and regulatory standards.
- Assist with applicant screening, interviewing, and selection.
- Conduct onboarding orientation for new apprentices.
- Monitor apprentice performance, provide coaching, and support retention.
- Address conflicts, issues, or disciplinary matters as needed.
- Serve as the primary contact for participating contractors, supervisors, and project managers.
- Coordinate jobsite placements and ensure apprentices receive proper mentoring.
- Build relationships with contractors, training partners, and community organizations.
- Promote the program at career fairs, schools, and workforce development events.
- Update and maintain classroom and hands-on training curriculum.
- Ensure quality instruction in safety, tools, equipment operation, materials handling, and laborer skills.
- Integrate OSHA, first aid, and other industry-required certifications into training plans.
Required
- 3+ years of experience in construction (laborer, foreman, superintendent, safety, or similar role).
- Strong understanding of construction laborer tasks, tools, materials, and jobsite operations.
- Experience with apprenticeship programs, workforce training, or construction education.
- Excellent communication, organizational, and leadership skills.
- Ability to manage administrative duties, reporting, and compliance documentation.
- Proficiency with Microsoft Office or similar recordkeeping systems.
- Valid driver’s license and ability to visit jobsites or partner locations.
- Prior experience managing a state or federally registered apprenticeship program.
- OSHA 30 certification.
- Experience working with workforce development agencies or community colleges.
- Teaching or instructor experience (any trade).
- Bilingual (English/Spanish) is a plus.
- Mix of office, classroom, and jobsite environments.
- Occasional evening or weekend training sessions as needed.
- Travel to job sites, training partners, and recruitment events.
- Salary range: $80,000-$100,000
