Job Overview:

The Director of Patient Financial Services is responsible for leading initiatives aimed at promoting patient advocacy and financial assistance for uninsured, underinsured, and vulnerable populations. The Director plays a key leadership role in overseeing the financial services team to ensure that patients receive the necessary support and resources to navigate financial barriers to healthcare. This position supports strategic planning, drives performance improvements, ensures regulatory compliance and collaborates across departments to maintain financial sustainability for the hospital system. The Director will manage vendor relations and oversee and direct team efforts in support of driving financial assistance key performance indicators, timely billing, audit accuracy, cash acceleration, and exceptional patient experience. They will work with clinical staff, community health workers, and government agencies to ensure timely and accurate financial assistance screenings and develop strategies and workflows to mitigate any regulatory changes that could negatively impact financial assistance programs. The Director ensures that the department meets and exceeds goals and objectives aligned with the organization/s mission and strategic plan, focusing on operational efficiency, financial performance, quality management, and customer satisfaction.

Qualifications:

Required:

  • HS diploma or GED equivalent
  • Bachelors Degree or equivalent experience required.
  • Knowledge in all aspects of Non-Federal and Federal billing regulations, and federal and state programs such as Medicaid and Charity Care.
  • Medical terminology
  • Computer skills

Preferred:

  • Minimum of 10 years in management/leadership role

Scheduling Requirements:

  • Full-Time, Salaried position– 37.5 hours a week
  • Travel to Oceanport, NJ as needed

Essential Functions:

  • Provide leadership and direction for the Patient Financial Services and Revenue Cycle departments, ensuring alignment with the organizations mission, vision, and values.
  • Maintains positive relationships with all customers, employee, physician, patient, visitor, and guests.
  • Utilizes a variety of feedback to improve processes and services to meet and exceed customer needs.
  • Uses sound employee relations practices and maintains high levels of visibility and accessibility.
  • Lead change initiatives, interpreting the impact of organizational changes for staff and developing strategies for successful implementation.
  • Develop and implement comprehensive financial assistance workflows and procedures for uninsured/underinsured and vulnerable populations.
  • Collaborate with corporate revenue cycle team to improve patient communication around billing and financial assistance programs, ensuring a high level of patient satisfaction.
  • Utilize data analytics to track key performance indicators (KPIs) such as self-pay outcomes, cycle time to approvals for financial assistance programs and conversion rates denial rates.
  • Provide monthly and quarterly reporting on revenue cycle performance to senior leadership, offering insights and recommendations for improvement.
  • Serve as the primary point of contact for revenue cycle inquiries within the hospital, ensuring strong working relationships and timely resolutions to financial assistance eligibility inquiries.
  • Coordinate discussions with clinical department leaders to assist with discharge planning for uninsured patient.
  • Coordinate with IT to improve system functionality and technology effectiveness for revenue cycle processes.
  • Lead the implementation of new procedures and provide ongoing education to maintain compliance and improve the efficiency of the hospital's revenue cycle.
  • Utilize principles of Continuous Quality Improvement (CQI) in all work situations, seeking feedback and recommendations to enhance quality and productivity.
  • Lead efforts to improve patient satisfaction and operational processes within the department.
  • Ensure compliance with all regulatory requirements, including state and federal rules and regulations.
  • Implement innovative systems and processes that improve staff and patient quality/satisfaction.
  • Oversee daily operations, budgeting, financial management, and human resource management within the department.
  • Able to project and appropriately st/department to effectively function to demand.
  • Utilizes resources, both labor and non-labor to maximize efficiency and quality.
  • Adheres to budgetary guidelines and targets-proactively manages budget variances and causes.
  • Determines priorities and organizes work and time to meet them.
  • Follows sound employee retention techniques; effective selection and hiring.
  • Interviewing, recognition, fair and timely discipline, and ongoing performance feedback.

  • Informs staff of System updates and is responsible for providing any/all pertinent information related to state and federal programs Maintains open communications with management.

  • Manages multiple departments/staff and assures all issues are addressed and patients are screened for assistance and or provided an estimate appropriately without delay.
  • Delegates and prioritizes work assignments in relation to the patients needs and staff s competence.
  • Provides clear communication and expectations for staff around KPIs and goals.
  • Operates with a high degree of autonomy and authority while working within the framework of RWJBH philosophy and policies.
  • Maintains professional affiliations and enhances professional growth and development to keep abreast of the latest trends in hospital/department/administration services.
